In 2021, PETA conducted an undercover investigation into a breeding factory in Cumberland, Virginia, where 5,000 beagle dogs and puppies were found to be confined in small, barren kennels. During the course of the investigation, the facility was owned and operated by Envigo. Senior U.S. District Court Judge Norman K. Moon has permanently barred Envigo from activities requiring a federal Animal Welfare Act license at its Cumberland beagle-breeding facility, including breeding and raising dogs for sale. Inotiv (Envigo’s parent company) announced the facility closure.
